Would you stay with this person? Need opinions

I have been off and on with this guy for 2 years. We stopped communicating for a while because I got into a relationship. We started talking about several months ago and we began hanging out as well. We have told eachother we are in love, talked about a future, and we have messed around. The other day he said we are both single and instantly it turned me off. He makes it clear he is upset if I hang with other guys and he says hes in love with me but he doesn't wanna be my bf yet. My reaction is to walk away. If he is in love and all that why wouldnt he want to be a couple? He thinks im being childish for walking away and that I should be happy with what we have. OPINIONS PLEASE!!!! I wanna know if im being stupid.
