When Is it OK to let the baby cry it out ?

Okay let me explain first. My baby has been crying and she only stops when she is held. I've changed her, fed her, and made sure nothing is bothering her. She hasn't slept properly but she will only sleep in my arms, once I put her down 5 min later she wakes up. She is 3 months is it OK if I just put her down and let her cry ?

She's just spoiled lol. She's still really young they love to be under mommy any contact with you while sleeping is enough for her. Even if you get the little backpack carrying things & put her in the front of you while you do whatever she will appreciate it because she's still close to you .

Yes. Babies at this stage are not developmentally thinking, "if I cry I get attention" right now crying is the only way they can make sense of the world and have theirs needs met. If they are ignored, they internalize the neglect and think the world is cruel (developmental psychology). 
I can understand that it's frustrating that she constantly wants to be held, but she is merely seeking comfort and denying her that is not good for her development. Six months is the youngest age to employ the cry out method. 
However, there is one situation in which crying it out is fine: when you feel as if you're at your wits end and you need a break. You put your baby in a safe place (generally where they sleep) and walk away for 15 minutes. Somewhere that you can't hear them crying; it helps relieve the stress (if you can still hear them crying, it causes more).
Also, your child is going through a growth spurt, probably doesn't feel good and is definitely seeking comfort.

That's normal still at 3months. In my opinion that's too young developmentally for them to understand cry it out. If you're frustrated leave baby and calm down before going back. We still have to hold my daughter for naps at 8months.

I also believe it's too young. If it's irritating, by all means walk away and take a breather, but you're their mom, they need to know they can count on you, no matter the reason they're crying.

Have you tried laying her down and rubbing her back. This settles my baby down and helps him to fall asleep in his crib.

In reality, no, she is too young. They don't understand cry it out until 6m at the earliest. She is still a baby and comfort is a NEED for them.

3 months is peak time for colic. Have you tried the 5 Ss? Swaddle (tight arms, loose knees), holding her on her side/stomach, loud shushing (as loud as her cries), swinging her and a pacifier (sucking)?
Happiest baby on the block book is revered in my family for quieting babies around that age. The last important trick is that once baby is quieted, as you put her down in crib (on back) make sure she gently awakens (the tiniest bit... you may have to try several times) training her to self soothe for just a few brief moments lying alone in her crib. Keep the white noise on all night.
Just a suggestion, we've never been a "cry is out" group.

That's how children get emotional issues which last throughout adulthood. She wants you, I don't know why that's a bad thing.
