Is it a dumb idea to go to a nail salon and ask for a cut down and color change without getting a fill because you don't need one yet?

Not at all; usually costs $5-7 for cut down and $5 for color change where I live.

No but you'll probably get charged for close to a fill.

no.  My nail place does it all the time.  They have separate charges for cut down Vs fill but a fill would include the cut down. Then another small charge for color change.
