fights sleep all the time??

My baby is 11 weeks old and he fights sleep all the time. I feed him, change him, play with him, and then try to put him to sleep but he always gets fussy when I swaddle him and start rocking him. I have to keep trying different positions, different swaying motions, put him down and pick him up again and walk around until he finally goes to sleep. Sometimes he's literally fighting me like smacking me if his arms/hands are out lol. How can I make him stop fighting his sleep? Or is it normal for them to be fussy and not want to sleep until you basically make them?
