Slow Going

Okay, I am 11 and started my first period in early July. It is currently November and I still haven't gotten my period yet, just a lot of clear discharge. My boobs haven't even developed a lot since the 3rd grade. Are my hormones like really low and abnormal?  The majority of my friends are a high B cup and have are already one their 2nd to third period... help?
