Hair removal help????!!!!

I don't like having pubic hair, but every time I remove it it ends in disaster! Shaving never gets close enough and it grows back so quickly. I can't go get waxed, so I've tried pulling each hair out with tweezers. It works well and stays smooth for a while, but I get so many ingrown hairs! I can always get them out, but it's a pain having to remove 10+ and then having the ugly red marks and scabs for days. I'm don't want anyone to see my vulva when it's like this, and I've been in this constant predicament for months. I really don't know what to do. Is there a way to shave or pluck without getting ingrown hairs?? I've tried everything I've read online, exfoliating, warm compresses, etc, but nothing is working. Please help a girl out!!
