pet cremation

Okay so this is a personal dilemma and I just need some quick advice on what you guys would do. So my 17 year old dog had to be euthanized on October 18th which was $85 itself. I loved her so much so I wanted her cremated. We decided to do it through that vet since they already had her body. So we paid the next day in full which was $140. They said it'd take two weeks. Here I am 4 weeks later and nothing. I called the vet today and they told me they still have not received the ashes yet so I asked for the companies number who does them. I called them and they told me that they just picked up her body last week because the vet had a hold on her body!!! This made me livid. I asked why and they said the people at the vet were unsure on what to do with her body EVEN THOUGH WE PAID CASH THE VERY NEXT DAY! Now I will not be receiving her remains until next week aka 5 WEEKS LATER! I'm completely heartbroken at this. How could they let my baby just sit there like that? What would you guys do? Should I ask for a refund or partial refund?
