Premarin? PCOS? TTC

I haven't been having a period for several months. My OB/GYN doctor put me on provera a few weeks ago and a week later I had a light period. Since my period was light, my OB/GYN said that my lining wasn't building like it should. This month, I've been testing every morning for ovulation and haven't been getting any positive reads. On Thursday, I started Premarin .9MG to be taken once, daily, as prescribed by my OB/GYN. Yesterday morning, I got a very strong "positive" LH surge on three strips. I had sex an hour later. This morning, I got a light LH surge on the strips. Could this be a false positive? My thoughts are that if the Premarin (estrogen) is giving me a false positive, it would not have dwindled, already . . . I would have had the appearance of another pique day on my ovulation strip. My PCP had previously stated that I might suffer from PCOS due to my increased testosterone levels. All other hormones are normal, all other levels are normal, I'm just not having a period. 
Thoughts?
