California laws on wife's consent on vasectomy

Does the wife have to give consent for the man to get snipped?

I am not ready to have my chances of having a third taken away from me. My husband always comes up with reasons why we should have another, but they are kind of stupid reasons.

Ya, we are unstable currently to support a third, we are ok with 2 though. But he recently got a better job, I am almost done with college and will get a better paying job, so why limit us due to our current finances and not wait to see what the future holds???

So does the woman have to give consent???
