There's no way of knowing unless he tells you he likes you or unless a you just like him. The better question is do YOU like him? If so you should tell him instead of wondering if he'll ever tell you.

If he's trying to make conversation with you, and you like him, you should talk to him and eventually when you're comfortable express your feelings for him. If you don't like him, I'd be polite and make small talk but get out of conversations that you don't want to have.
