progesterone levels

Jaci • Trying to conceive my first child. I`ve had one miscarriage. I also have pcos and a hypothyroid.
So I've been Anxiously waiting to hear back from the doctors office about my progesterone levels, I got a positive OPK on cycle day 22 and a week later I went in to get my levels checked (second round of clomid 100mg, first round was 50mg) I finally got a callback from the nurse and she said that my test results came back normal, I said "So my progesterone levels were normal?" And she said "yes they were 0.4" and I was quiet and kind of in shock because that didn't sound right. And I said "that is normal?" And she said yep. And we got off the phone. I'm so frustrated and confused... I'm pretty sure that indicates no ovulation right? Which was even Lower than my first round of clomid. How can she say that's normal???
