What to do😖

Ok so my husband lil girl is 8 an i love her like my own but she don't listen I mean she's 8 stomps on the floor falls down screams til her daddy let's her have her way she yells I hate u slaps her brother for no reason at all an my husband doesn't believe in spanking at all timee out doesn't work taking away toys everything we have tried does not work she tells me no doesn't listen an laughs in my face my husband has gotten on to her she don't care now this lil girl Mama abandoned her so I have her 24/7 an somtimes she's a good girl an i love her I really do but somthing needs to change I felt bad when her mom left so I'll take credit  I let things go but now i need advice on what to do when she acts up nothing my mom or sister suggested worked so I'm asking u ladies what to do?

Step one? Don't give in. She throws a tantrum? Alright. Let her do it. Send her to her room and let her scream, it won't kill her. She does it because she knows it works. 
As for the rest of it, if she wants to act like a baby she can be treated like one. Designate a time out spot and if she can't keep her hands to herself or listen, send her there. She's 8, so give her 8 min. In the spot, and everytime she gets up, put her back without saying anything and restart the timer. 
The trick is to make sure she knows who's boss and right now she knows it's her. You gotta take back the upper hand

With my daughter nothing worked. So my husband got creative and we make her go half way down. She goes into a squatting position with her feet together arms straight out and her back straight and she had to do this for 5 minutes. Now when she starts acting up we tell her she will go half way down if she doesn't act right and just the thought of having to go half way down straightens her up. It's an exercise that builds strength. So it won't harm her. She will cry because her legs start to hurt but I know it's not harming her and it's the only thing that works for her. I would say just get creative with punishments until you find what works. Think out of the box.

He HAS to be on board with whatever you two try.  Consistency will be the only key to breaking bratty behavior.  If she knows throwing a tantrum won't her get anywhere with you, but it melts daddy, she will never quit.  Does she only do it at home?  Is she well behaved at school?  My son is 7 and he was getting in trouble for talking almost every day at school, and I'm a sap when it comes to him, he's all I had for a while.  My SO took all of his toys and locked them in the guest room and told him no TV/games until he could get his act together.  It tore me apart because the child was miserable for a month, but guess what, he got his shit together.  He went from getting in trouble daily to once in the past month, and it was after a holiday weekend so all of the kids were naturally wound up.  Her dad probably feels like he has to make up for her mothers doing, but stern discipline at this age will save her from needing it as a teenager when they REALLY start to rebel and it's almost impossible to fix.  Good luck💕
