in laws spoiling daughter

I love that my daughter is spoiled my her grandparents (both sets) but we live close to my in laws so we see them much more. Anyway our daughter just turned one and she has been throwing these fits when she doesn't get what she wants, things she's not suppose to have like cell phones and car keys. She has play ones but doesn't want them when the real thing is around. My in laws don't listen when we ask them not to give her their keys and phones though. They just say "well that's what grandparents do, they spoil!" My thing is, that's not spoiling, that's teaching her that even thought mom and dad say no i can still get my own way, it doesn't matter what they say. We have asked them repeatedly but they "forget" and then they don't want to be the ones to make her mad so they don't take them back. I don't know how to handle this! Sorry long rant
