Breastfeeding mommies i need advice!!

My daughter was born 12/17,and i dont think my milk has completely came in yet and it worries me. She is 3 weeks old today,i feel like she does not get enough. Most feedings she is satisfied,but only a few she is still hungry. At her fist check up she lost almost a pound then her second she said the same so the dr had us top her off with formula after nursing. Then the following checkup she gained 11oz and from tuesday to friday she gained 4 more. I have not been toping her off since tuesday. When i pump i only get maybe 2 oz . Is this normal? Im also a ftm. I take fenugreek 3 times a day and drink mother milk tea.
