Naval Piercing Infected

Update: If it is scar tissue why is it on the outside ?
So, I am a little concerned with my naval piercing. I had to get it repierced after my appendix burst and I could not go back to the first piercer because she was in another state. Pus has been coming out the bottom ever since I got it re-pierced. As you can see the top is healed, it just the bottom that keeps running. It does not hurt when I take it out or put it back in. I'm just curious has anyone else has this problem with a naval piercing?
