Overdose Crisis and Taxes

This is a hot topic in my city right now and I wanted to know what other people thought. 
We have a pretty high homeless and drug user population, and lately there has been a real issue with fentanyl in street drugs causing overdoses at a massive rate. Paramedic and fire resources are stretched to the absolute maximum. Over 750 people died of fentanyl overdoses in 2016, and that's not even counting the people who were saved. Its so out of control one woman overdosed while waiting for her cab to pick her up from the hospital where she was just recused for an overdose. 
Anyways, it's causing a bit of controversy because property taxes are being raised specifically to combat the crisis and afford more resources to emergency services. A lot of people say chronic drug users deserve what they get and it's too much to ask people to pay higher taxes (on already high Canadian taxes) when people are "doing this to themselves". But obviously others are saying we should help them as we're all human. What do you think? Keeping in mind you are having to pay more taxes.
