So my next door neighbors had this white dog, not sure the breed, but it was an older dog and they kept him outside all day, every day, no matter the weather. You could tell they never fed him and his collar was going into his skin 😔 it was so sad. He eventually died. Now the son-in-law gets another dog, a puppy and they are doing the same thing to the new dog. I decided to post this because I'm listen to him whimper :( I'm not an animal lover but I would never treat an animal like this. What is the point of getting a dog if you are going to keep it outside all the time?? They have a smaller dog, a teacup yorkie, and they keep her inside... It's messed up. I want to help this puppy but idk what to do...

Edit: we called the animal ppl for the white dog and they came out but nothing was done it seems. So we would sneak food over to him...
