My ex had an issue with premature ejaculation so we used the type of condom I'm assuming he's referring to often. It has numbing lubricant on the inside which reduces the sensation the man feels and allows him to preform longer without ejaculating. The lubricant on the outside of the condom is normal so you won't get numb as well.
