Baby movement decrease

At 22 weeks we could feel kicks strong enough for family to see and feel. He would flip and ball up. Now at 23 weeks I can hardly feel him and it's not as often. Could he have flipped around ? He has always been low. I've never felt him above belly button has any one else had this happen
