PLEASE HELP ME

So yesterday I went to the ER with extreme cramping. They said my HCG levels were low and my baby was measuring 4-5 weeks when I should be about 6 weeks. Also, no heartbeat was detected (but it is early) my question is, has this happened to anyone and they still have a healthy baby? Or is it the first signs of a miscarriage?

When I got home from the hospital, I started bleeding. It was kinda a rush of blood, but it only lasted 30 minutes and wasn't enough to soak a pad. I've been spotting ever since though.
