Can you conceive when not ovulating ?

Question

Ok this may be a stupid question, but there have been lots of discussions between my friends and I around this topic. Can you conceive when not currently ovulating ? A lot have told me no. But when I read the Shettles method over trying to conceive what gender baby you want, it states, if you want to conceive a boy than lots of sex during ovulation. And a girl is 4-5 days before or after ovulation. 
So we can conceive when not ovulating ? 
If so, why do we panic so much during our ovulation days on the calendar and have the most sex then ? 
I'm still trying to learn all about this. Please help!

Its assuming that female sperm live longer than male so the idea is that by the time you ovulate, the still living sperm will carry the female sex.  Having sex during your fertile week increases your chances of getting pregnant regardless of sex.  Most sperm die with in 2 days, but can live up to 5 and sometimes longer but not likely. You have to ovulate to get pregnant.  No ovulaton, no egg, no egg, no baby.

"The most important gender swaying factor according to the Shettles method is timing of intercourse. Shettles says the closer to ovulation you have intercourse, the higher the likelihood you will have a boy. This is because he claims male sperm are faster than female sperm, and will likely reach the egg first."

There is also the idea that one of the sperm (male or female I can't remember which) can live longer than the other.
