Umm yah I thought I was a 38C and went to Victoria's Secret and was measured I'm actually a 40DDD!!! I think you should try a 40DD out for size 😉

I used to think I was a 38C as well but my bras fit terribly (what's happening in the pic happens to me all the time 🙄) so I finally went and got fitted at Soma and now I'm a 36DDD! 😂 Bras fit so much better now 👌🏼

It means the bra doesn't fit you 
Either in the cup or around your chest something doesn't fit
