deciding on new rules

So each guy that I date normally wants sex from me or they like to use me. So recently I decided that I'm gonna make guys earn my heart and im gonna not have sex until I know I'm ready and it's not all about lust. I regret every guy that I've done stuff with. I'm talking to this guy now that is respectful about it and he won't talk about sex with me which is weird. Do you think this is  a good rule? What rules do you guys have in place?
