"Where are you from?"

When making new friends or engaging in small talk, I am often asked the question, "where are you from?" However, I never know how to really answer.
Q: When you ask people where they are from, what do you mean?
For example,
•I was born in England but left when I was two.
•I then lived in Florida until I finished 5th grade.
•From just before 6th-grade until the middle-end of 7th grade, I lived in Los Angeles.
•I lived in Illinois from the end of 7th grade until I graduated high school.
•I now attend university in Florida (I'm a 2nd year).
When asked where I'm from, I don't really know how to properly answer.
Usually, I'll just reply with, "I graduated high school up in Illinois."
