A little worried

So my family is in Northern California and got an emergency evacuation notice because a major dam could fail. We are 30 miles away from town, which is safest for us. But we are also more than two hours from hospitals due to heavy traffic and the closest one not receiving patients. I am 27 weeks with a not so great medical prognosis during this pregnancy and I've been spotting, leaking clear fluids consistently and have had pelvic pressure since around 3 am. I've been off my feet and laying on my left side but I cant get ahold of my ob because his office is closed due to the evacuation. Is there anything more i should be doing? Im not sure if its pre term labor or just being stressed out thats causing the symptoms but I am very worried. Any advice would be appreciated. FTM and don't really know whats normal or what more I can do
