I'm super nervous. Been told to talk to him about it, he's not a virgin and I don't wanna look too nervous. Should I just lay down and let him do everything or do I need to stimulate him? Do we need foreplay because I think I'd feel awkward with his head between my legs or me touching him. Sorry TMI but I only masturbated by touching my clitoris and when I tried a finger (and I'm pretty skinny and my fingers are super small) it was so tight. I don't want him like not to fit in and feel even more awkward. Please tell me everything I'm okay with super long answers😅
Btw we're currently in Germany, I'm almost 18 he's 20 and it's totally legal here to have sex with people who are 21+ and once you're 16. (creepy I know) 
Also we've been together for one and a half years and I know he's pretty fustrated now because he had no sex since we're together. 
He's veeeery respectful always asks before touching me anywhere near my private area. He doesnt rush anything he's very gentle but I feel ready and I want it but I don't know how.

Do not let him pressure you or sway your decision to lose your virginity just because you've been together for over a year and he's sexually frustrated. That's not the right way you want to lose it. If he truly cares for you, he'd wait any length of time until you are ready, truly ready.

Honestly, you sound very cautious and worried in your post and not quite yet ready. 
It's okay to wait a bit longer, because when you are ready you'll know, you won't be hesitant or cautious, but it may be a little scary (in a good way). Also, wanting to just do it because you've been in a relationship for x amount of time and your partner is sexually frustrated isn't a good reason.

My advice would be to take it slow, and to warm yourself up to sex - start with fingering, handjobs, oral, make sure that you're comfortable with each other and that you're relaxed and totally into it. 
Before you have sex, yes it's definitely necessary to warm up beforehand with foreplay. It reduces your risk of tearing your vaginal walls and pain. Making sure you're all warmed up and wet is the key to good sex (imo). 
In regard to your other question, it's nice to partake in sex and not just let your partner do everything - it's about having fun and enjoying yourself, and lying like a noodle on the bed possibly isn't the best way of achieving that (although to each their own). 
Bottom line: don't do anything you're not comfortable with, work your way up to sex, do not let him pressure you, and always know that you (and him) have the right to stop any sexual activity.

I always tell people that if your not comfortable or mature enough to talk about sex then you're not ready to have sex.

Things are going to be awkward for your first time. It will hurt. There may be blood.

Make sure you use lots of time to "warm up." Heavy petting and oral are good. Try a variety of things. If you don't like it don't be afraid to say "no" "try something new" or even "stop"

Remember you can say "stop" at any time.

Use lube and condoms. Make sure you are protected from pregnancy and std's. this should be a conversation that you have beforehand.

Don't rush it. Enjoy it. Pick a place you are comfortable.
