I need help

My daughter is 2 and a half weeks old and we have been struggling to breastfeed since she was born. I had a very traumatic birth that ended in cesarean and my milk didn't come in until day 6. Since then, my milk supply hasn't increased at all. I drink 4+ liters of water daily. I eat oatmeal for breakfast. I take 8 domparidone pills a day. I pump between feedings and after feedings. But nothing has increased my supply. If I pump when she hasn't fed off me recently, I'll get 3/4 an ounce out of each breast. If she's fed recently I get nothing. I know pumping doesn't remove milk like a baby but she feeds constantly. Every waking moment she's on the boob. She is up all night cluster feeding. I have no idea what else to do to up my supply. I've seen a lactation consultant and her latch is fine. Any suggestions?
