they killed my dog

I'm so heartbroken! I've cried since Thursday and I've cried so much I've now lost my voice. 
On Thursday my husband let our dog out to go to the toilet. She jumped our fence and went 2 houses down and started licking at something they had in their yard 
mind you the live right next to a park and haven't got fencing around there house.
My husband has called her immediately as we don't want our dog being a pest to other people or their properties. 
Within 15min of her coming home she died. 
She was foaming from the mouth, shaking and convulsing she died in my arms. 
The neighbors 2 houses down bated their yard and my dog ate/licked their bate and died. 
In a total of 15min from letter her out to go toilet and calling her back when she jumped the fence she died! 
We rescued her from the bush, we loved her she wasn't just a dog she was family now I'll never get her back! 
We went to the police and they saw the people, the people confirmed with police that they bated their yard. 
The police told us that there treating it as a one off incident and if it happens again they personally will be charging the person for animal cruelty. 
I can't believe it! They live next to a park, they have no fences! What if a child got a hold of their bate or a native animal (I'm in Australia and its illegal to kill native animals) 
I'm so heart broken! My baby is dead my beloved baby dog! She was family she wasn't just a dog! I understand we are to blame as well that our dog got out, but using poison bates in a suburb street when you don't have a fence is just something I don't understand. 
Please people keep your animals save! I'd hate to see this happen to someone else 😭
