2 years same guy!!! I wan sex he doesn't! HELP?!

So tomorrow is my two year anniversary with my bf. So excited. For the past two days he has showered me with gifts. Two things of chocolates and the La La Land movie poster. I feel bad because all I'm giving him is a letter telling him all the reasons I love him. Also for the past two years we've taken it slow. I want to take it to the next step aka sex but he is scared he is going to hurt me. I've told him time and time again he won't but he thinks he will. How do I talk to him and get him to understand?
