is this test defective ??

I already see the blue line before even taking it. Is that suppose to be there?

If you break it open you will actually see that THAT "LINE" is actually the plastic. Totally normal.

I swear I took the same exact test before and I thought the same thing. Like y is there a line there before I even pee on the stick. Turned out, I was pregnant tho.

If you haven't peed on it yet no it's not. Once you pee on it the lines will show up. I just too two of these test about 4 weeks ago. 
If you already peed on it and it still looks like this then yes it defected.

Might be the way you're holding it in the light. I'd still use it and see what happens
