Need Help Finding Volunteer Program in MD

I was hoping someone could help me find a volunteer program in Maryland that deal with comforting babies of drug addicted mothers... Who did drugs during pregnancy? So and program that comforts opioid addicted newborns?? I was told Johns Hopkins had one and I called... Surprisingly, they don't have one. You would think that would definitely be the place TO have one. Anyways it's something I would LOVE to be a part of. I know it will be very hard, emotionally, and that's why my fiance doesn't really want me to do it, but being a mom has given me a whole new outlook on this world and for some reason, that outlook has steered me towards helping children and that's where I want to start. So ANY help would be great in finding one. If there isn't one, then I'm tempted to maybe start my own program :) I just know drug use is TERRIBLE out here so there should be one somewhere, right?
