flirting?

So I'm working for a private ambulance service, well I'm starting out in dispatch until they can hire more ppl bcuz they're short handed. I'm a certified EMT. Well I got to go out on a call yesterday bcuz we needed 2 certified ppl on the truck and I was one of the only two in the building. Well we came back (left one dispatcher and two trainees alone while we were gone) so we came back and asked how things were going. They told us there was a lot of calls holding. So this guy that started around the same time as we was standing there, he told me to go ask our supervisor if he could take patients while I drove. Well finally we got the ok to do it. We get in the truck and start heading for our first call. We get there and he's filling out paper work, and I'm standing there. He comes over to the paper next to me and he's super super close to me, he looks over and says "I'm not trying to stand close to u, my papers are over here" so we go get our patient and head out. Come back for the second one, well he grabbed some foam hand sanitizer and he grabbed ALOT... then kept trying to wipe it on my hands, and eventually was wiping it on my arms. Well I told him I was gonna get him back and his reply was "don't make me have to hurt u" and I said "ya ok u wouldn't do such a thing" (he was laughing the whole time he said it) then on our way back he kept telling me he didn't turn the lights off in the back of the box for "set the mood" and then he said don't tell ur "boyfriend or boy toy or whatever he is" that we were in the back of the box together. I'm engaged and he knows it. He even asked where my ring was when I had dropped it off to be fitted to my wedding band. Then (I know this is long) we were talking abt how one of the medics bribes me with candy well he then started asking how he could bribe me. And I told him I had to stop eating chocolate, he began poking me in my side asking why you getting chunky?? And when I tried to push his hand away he kept grabbing mine. So is this flirting? I've been with my fiancé for almost 4 years. I'm not trying to play dumb but I don't want to accuse someone of something bcuz I'm being a bitch or something......
