How do I go about treating fertility issues?

So I'm on tricare prime, I've had two mc with none of them tested, they say I need three mc to do any testing (witch I don't want another loss). Apparently I have irregular cycles (I used to have one one month then go two to three months without a period about 3 years ago until I lost weight, now I have one once a month but never on time) last month I did ovulation test strips and never came to a full positive (no ovulation) so now I'm wanting to see if there is a pill that would help with ovulation at a fertility clinic without me having to pay an arm and a leg. Would tricare prime pay for off base testing?
