Condom help ?

Me and my boyfriend cant have a child right now, we are too young to support a baby. So we use condoms when we have sex, he always pulls out or we never get to finish. Can he cum in me with the condom on or should I not risk the 1% ? Is there a way to test the condom before putting it on and getting things done ?
