how to keep child in bed

My LO is 21 months. We just took her bedrail off her crib and I added a blanket under the sheet so she doesn't roll. She previously got out of bed when just the bed rail was on it. But without it she's getting out even more. Making her not fall asleep close to 9pm! How can I keep her so she wants to stay in bed? I tried laying beside her till she falls asleep, but she just messes around and pokes my face etc so I leave.
