Looks like eczema.  Get eczema cream apply a few times a day and do some oatmeal baths and see if it improves.  No scented anything and use free laundry soap

It does look eczema-ish, but it's hard to tell with the picture. Did it just start happening like that, or has it been that way? I would definitely give te dr a call. They may want take a look, just in case.

Make sure you aren't using any perfumed detergent, fabric softener or soap. Try an oatmeal bath too.

I swear my baby girl's skin looks just like that if I don't lotion her after every single bath. It gets just super dry and itchy for her and looks almost scaly. I tried several things and finally found something that worked for her. Try the new Johnson's head-to-toe baby lotion. It is the only thing that worked on her skin without seeing her PED. It cleared up her skin in maybe 1 day, 2 tops, which is really something, because her dryness had lasted weeks. 🙁

My son has the same thing on his body. He got his skin from mommy. I used eucerin baby on him and it's been a great help. It's potent. Smell free, and paraben free and just great over all.

It does look like eczema. My son has it and we use Aquaphor ointment twice a day (we first wash his face with just water to get off the drool). It's what my husband does for his eczema and it works really well so far.

If you do end up needing to see the doctor/use a prescription cream, try to use any steroid cream only as little as possible when absolutely necessary, because heavy use over time can thin the skin.
