I mean, I think the tone of voice she used might give a better indication? Having a black barbie Shouldn't have to be a PC thing, maybe what she said was out of ignorance more than hate. She may have meant it as a good thing but the fact that you're asking means she probably didn't.

It depends on how she said it really because at face value it's kind of true. Political correctness isn't a bad thing and it does happen. If she said it with a disgusted or annoyed tone, then she probably has some racial prejudices. I wouldn't call it racist though, but definitely a statement fueled by prejudices (depending on tone of course).
