Hospitality Etiquette Question

Here's a scenario for you:

Say you've got someone coming over to your home to work on something - install your internet, fix your plumbing, replace your windows.

They ring the doorbell and you let them in. After saying hello/thank you/etc, do you:

-Offer them refreshments or ask if you get can them anything

- Get down to business with what they're there to work on 

The conversation came up recently, and I realized I'd never actually considered it! I was curious what the Community does. (For me personally, I'm always down to business first, and offer up refreshments/etc only after they've been working for a while. It wouldn't occur to me to offer someone a cup of coffee if they were only going to be there for 15 minutes).
