Blood HCG test came back at 1

Is it possible that I'm pregnant? And it's just a very early pregnancy? Normally my levels are at 0, I just had this test last week. And it was at 0. I'm a little confused. Obviously it's negative, but I'm just wondering if this is a very new pregnancy?
