My bf won't have sex with me

I'm 38 wks and 4 days .. my bf has stopped having sex with me.. he'll touch me all over and rub me everywhere but just won't penetrate me .. I'm feeling so frustrated and horny I don't know what to do... I don't feel like masterbating I really just want his penis.
