Discriminating school dress code

SO! This week is spirit week at my high school and today's theme is "formal". Fun right? My friend was happy to participate but upon arriving to school she was told to change or cover up her back. She's in the black sheer dress. I have also added a couple other pictures of clothes that are apparently "OKAY" I'm tired of this
