Depends what these white itchy bumps look like, are you sure it's not just razor burn/ingrown hairs?

It could be sebaceous cysts. Don't mess with them because that will only cause them to get worse and possibly infected. Best thing to do is go to a gyno where they can treat what ever it is properly
