Get proof of rabies vaccine from their vet!! Make sure your dog is up to date. The wounds look fairly superficial, clean with hibiclens or unscented antibacterial soap. Pat the area dry, apply neo sporin. Don't let dog rub area if he does get an ecolar. Any swelling or ozzying from wounds go to vet. 
However since neighbor dog did the bite they are responsible for paying vet bill

If this is a normal thing you deal with, you now have some proof that the dog is aggressive and can try to report it. If it will attack your pet, then it could hurt or kill someone else's.

I ran out of room so I couldn't explain the situation. The fence between our yards is 4 feet tall. My dog was sniffing the fence, sniffing the other dog through the fence, so I started walking to him and called him back over to me. The other dog jumped onto the fence and my dog did too, and he attacked my dog. My dog Yipped and ran away. I want something done about it but I dont want to be responsible for their dog getting put down. They never ever have him inside and I always have to be careful of how I let my dog outside because I knew he would end up getting hurt. Well, now he is hurt and I am very upset.
