Questions for military wives or service woman in the reserves. Vaccinations??

My husband is in the Marine Corps Reserves and they recently were deployed to Africa for a couple of months. Before he went they had a list of things they had to do: get your passport updated, get your eyes checked, dental check, what have you. And when they they went to get their vaccinations done, the clinic told them they had to look stuff up and what not before they could come back to get their vaccinations. By the time they got back to him, he was leaving in two weeks and reservists are not allowed to go to the clinic on base without orders (is what he told me). So he tried to get ahold of his Cpl, and he told him that they weren't required!! So now he is in Africa and did not get vaccinated before he left. He is somewhere 6 hours away from Morocco. But we have a 3 month old and I am worried that he is going to get sick. What do I do when he comes home?? Did he really need orders in order to get those vaccinations? He comes home in 1 week and 4 days and idk what to do when he does get home. He also does not have his Tricare insurance card, how do we get it? (In case you can't tell, he can be irresponsible and lazy at times.)
