The area in question is called your perineum. The white around the tear is the skin having constant moisture. This is moist likely due to the fluid coming from the wound itself. Put Vaseline on it to create a barrier to prevent infection and let it heal. Don't wear things and try to wear cotton underwear. In future, keep your skin moisturized a bit more. It's nothing to worry about though.
