What would you do?

So about 4 months ago our downstairs neighbor moved in with 4 pit bulls ( our leases state only 2 pets allowed per unit) since the night she moved in her PGA have barked Day and night relentlessly, cause ours and multiple other dogs to bark. She locks all 4 of them on a 4x8 foot patio everyday while she's gone. We live in FL so temps are high. I've started documented the exact times, temps, and dates the dogs are barking or locked outside. I've already tried to address it with her and was ignored and seems that now out of spite continually hit her ceiling/our floors with a broom. I'm fed up and am debating whether or not to file a complaint with the leasing office or go straight to Animal Services because leaving these dogs in a cramped patio for 8 plus hours a day in 90 degree heat is just down right abuse! What would you do?
