My pediatrician said that babies show teething symptoms 1-3 weeks before actually teething. Before a tooth breaks through, you should notice a red spot in his or her mouth where the tooth is pushing through. It looks similar to a blood blister. When the tooth comes through there may be some blood as well.

As for baby orajel, I would wait until you notice the blood pocket. In the mean time you can throw a damp washcloth in the freezer until it gets "semi-crunchy"  and allow your baby to chew on that.
