Sort of. Being too overweight or underweight can cause health issues. It's those health problems that will affect fertility.

You could also be the picture of perfect health and struggle with fertility. But I know when my aunt was TTC and struggling her doctor suggested she get her weight, blood pressure, and blood sugar levels under control. As she lost weight and began eating healthier she ended up getting pregnant on her own after about 1.5 years of trying.

Being too over weight is just as damaging as being too underweight, the healthier you are the best chance you have. But that's not to say that overweight or underweight people don't get pregnant, because the do... it can just be more difficult. 
Then again some of the healthiest people still have issues with fertility... so I guess everyone has their own struggles.

Absolutely - it slows everything down

It depends. I am quite plus sized and was trying to lose weight before we got pregnant and we got surprised by our little munchkin on the first try. I am one of those "healthy" (that's what my doctor calls it) plus size ladies though, as in I need to lose weight but I have zero medical problems (no pcos, no diabetes, i have perfect blood pressure etc). We are 9wks today and everything has been perfect so far
