Do you think having *too many* kids is selfish?

Do you think people who have more children than they can afford are selfish to their first born children? 
For example, having so many kids that food is limited, rooms have to be shared and every child recieves hand me downs? 
My sister is like this. Her children don't get what they used to because she wanted more children than she could afford. Her older kids really aren't happy with her. 
I'm not sure if I consider it selfish or not.
