Low HCG???? help!

So i went into the er at 4w3d and my hcg was 607 and the doc told me it was on the low side! And im freaking out and cant stop thinking about it! I got another blood test done yesterday and waiting for the results... but does this seem normal!!! Today im exactly 5 weeks.
